Open calls for proposals of the National Fund for Bilateral Relations have been published

We are pleased to announce that two new open calls for proposals can be applied for within the National Fund for Bilateral Relations (hereinafter: NFBR), a special area of the EEA and Norway Grants.

The overall objective of the NFBR is to strengthen bilateral relations between the Donor States – Norway, Iceland, Liechtenstein – and Hungary. The aim is to increase the extent of cooperation between institutions and individuals, through formal partnerships or more ad hoc exchange and collaboration. The bilateral cooperation shall contribute to solve a particular issue through sharing experience, knowledge, know-how and technology.

The announced open calls are targeting two fields of intervention:

1. „Tackling climate change” – Encouraging cooperation between Donor States and Hungary in the field of environmental protection. Herewith the aim is to

  • improve awareness and strengthen the sense of responsibility for the environment in the society,
  • raise awareness of the population regarding the climate change,
  • exchange experience regarding slowing and adapting to climate change.

2. „Equal opportunities for women” – Encouraging cooperation between Donor States and Hungary with the aim of strengthening gender equality and elimination of violence against women. Herewith the aim is to

  • promote better balance between work and family life:
    • improvement of women’s labor market status (flexible, atypical employment and other solutions);
    • stimulation of businesses set up and run by women.
  • fight against violence and abuse at work.

150 000 EUR is made available in each field of intervention (altogether 300 000 EUR).

Within both calls, two different implementation modalities can be applied for, as follows:

  • Programme for Initiatives with Easy Reimbursement Option (PIERO): PIERO supports ad hoc initiatives. The projects implemented in the framework of the PIERO should be more simple and consist of one specific action (e.g. participation at or organization an event, meeting). In the PIERO scheme there is no fixed deadline for submitting applications, the calls for proposals will be open continuously until funds are available.
  • Cooperation Programme for Enhanced Relations (COOPER): COOPER supports initiatives with the aim of establishing longer term, more structured and institutionalized cooperation (e.g. organization of a conference, a series of events or some awareness raising campaigns and subsequent publication the achieved results). In the COOPER scheme, the call for proposals will be open for a limited period, the deadline for submission of applications is 31 January 2014.

Eligible applicants of the open calls are legal entities established in Hungary. Eligible partners can be any entity, established as a legal person in Hungary or in the Donor States as well as inter-governmental organizations operating in Hungary or in the Donor States. All applicants have to present in their proposal at least one partner from the Donor States.

National Fund for Bilateral Relation’s open calls has been modified with the change of Partner Agreement requirements

The National Focal Point hereby informs the applicants about the recent modification of Tackling climate change – PIERO and Equal opportunities for women – PIERO calls, available since 9th March 2017.

Through the modification, the applicant is no longer obliged to attach a Partner Agreement form. To verify partnership, an „Official Exchange of Letters” document is eligible, proving the initiation will be carried out in a bilateral partnership. Please note that the Partner Agreement is also still acceptable.

Fundamental requirements of the Official Exchange of Letter are the following:

  • justification that the initiatives will be implemented in the cooperation with the donor partner,
  • the financial conditions and
  • the division of tasks between the parties.

Modified Call for Proposals are available on EEA and Norway Grants’ official Hungarian website since 13rd June 2017.

The amendment does not affect the other conditions set out in the calls.

Bilateral Call for Proposal within Renewable Energy Programme Area

On 14th July 2017, a bilateral Call for proposal has been relaesed with component A „Participation at geothermal workshop in iceland for local governments” and Component B, „Cooperation with Donor Partners”.

The overall objective of the Fund is to strengthen bilateral relations between Donor States and Hungary.  

The aim is to increase the extent of cooperation between institutions and individuals, through formal partnerships or through more ad hoc exchange and collaboration. The bilateral cooperation shall contribute to the collaboration between the partners through sharing experience, knowledge, know-how and technology. The goal of “strengthen the bilateral relations between the Donor States and Hungary” under Renewable Energy Programme (HU03) will be implemented and granted by two sets of activities:

“Geothermal workshop in Iceland for local governments” so called “A” component (HU03-Bilat-A-2017, present summary of the call) and

Cooperation with Donor partners”, so called “B” component (HU03-Bilat-B-2017, for further details, please see the relevant call for bilateral activities).

  1. “Geothermal workshop in Iceland for local governments”

The goal of the workshop is to bring together decision makers, engineers and managers of local governments involved in geothermal energy related activities as well as to provide a forum for exchange of knowledge and best practice on exploration, development and use of geothermal resource or communities that could benefit from the utilization of geothermal. The workshop will create a platform for an opportunity to learn about geothermal management, sustainability in geothermal utilization, investments and explore the possible use of geothermal resources as a renewable energy source. The activity will also increase knowledge about Hungarian and EU policy and compare it to Icelandic legislation and regulations pertinent to geothermal development.

Eligible applicants for the open call are local governments of Hungary with a geothermal potential and district heating system, the proper list of these settlements listed in the call (2.1.).

  1. “Cooperation with Donor partners”

Initiatives of the present call may contribute to promoting either improving awareness and strengthening sense of responsibility for the environment in the society or awareness raising of the population regarding the renewable energy / exchange of experience regarding renewable energy Eligible Applicants of the present open call are any entity, public or private, commercial or non-commercial and non-governmental organisations established as a legal person in Hungary as well as natural persons who are legal residents of Hungary are eligible Applicants.  

Common indicative budget of “A” component and “B” component: 43.056.000 HUF (138.000 EUR)

Please note: Proposals under “A” component receive priority during the selection procedure.

The grant rate for both components are 100%.

The deadline for submission is 31th July, 2017.  

Call for proposal entitled „Equal opportunities for women” to strengthen bilateral relations

It is our great pleasure to inform our potential applicants that the two newest calls for proposals are available on 09.03. 2017. concerning the National Fund for Bilateral Relations (NFBR) in the frame of EEA and Norwegian Financial Mechanisms 2009-2014.

The overall objective of the National Fund for Bilateral Relations is to strengthen bilateral relations between the Donor States – Norway, Iceland and Liechtenstein – and Hungary. The aim is to increase the extent of cooperation between institutions and individuals, through formal partnerships or more ad hoc exchange and collaboration.

Regarding this call, the allocation of the grant can be used for encouraging cooperation between Donor States and Hungary with the aim of strengthening gender equality and elimination of violence against women.

The eligible activities include inter alia participation at workshops or seminars of the organizations of Norway, Iceland and Lichtenstein, participation at study trips, events, conferences, publicities, expert studies and awareness-raising activities.

Eligible applicants of the present open call are any entity, public or private, commercial or non-commercial and non-governmental organisations established as a legal person in Hungary, as well as natural persons who are legal residents of Hungary are eligible applicants.

Open calls shall be organized to select projects and initiatives to be funded under the first and second key priority areas.

  • Programme for initiatives with easy reimbursement option (PIERO):

PIERO can support ad hoc initiatives that require a rather quick appraisal and quick action. In the PIERO scheme, the call for proposals will be open continuously until funds are available.

  • Cooperation programme for enhanced relations (COOPER)

COOPER can support initiatives with a broader time-span that consist of a chain of actions with possible long-term effects. In the COOPER scheme, the deadline for submission of applications is 30 June 2017.

In the PIERO scheme, the call for proposals will be open continuously from 13.03. 2017. until funds are available or 30 June, 2017.

In both type of initiatives advance payment request is available, which equals with the 80% of the support amount.

Aid intensity: 100 %

The allocation of the grant: 277.500 EUR (~86 580 000 HUF)

In the frame of PIERO the maximum grant is 1.000-20.000 EUR depending on the activity and the number of the participants, while in the frame of COOPER the maximum amount is 30.000 EUR.

New calls for proposals are expected after the Programme Committee Meeting

Researches focusing on the 'Environment' and 'Health' will be supported in the framework of the Bilateral Research Cooperation between Hungary and Norway. Based on preliminary information, the below mentioned research topics were proposed by the programme planning working group.

Under the thematic area 'Environment' the following research topics were emphasized: environmental protection oriented research of natural resources, products and services; research in pollution prevention and management; research on the impact of forestry and agricultural technologies on environment and food safety.

Research topics under the thematic area 'Health' the personalized medicine in non-contagious diseases; innovative methodologies in public health and health systems research; biomedical research including nano/- and biotechnology; research in healthy food production were in focal point.

Research on social exclusion, inclusion and social integration of disadvantaged groups; economic and political development and governance issues; culture, tradition and identity, knowledge based society; ageing population, impacts of ageing on health and social systems, the economy were arisen among research topics under the thematic area 'Social Sciences and Humanities'.

Research into the barriers to gender equality; social and cultural construction of gender in Hungary and Norway were suggested as gender related research topics.
