CALL FOR PROPOSALS UNDER THE RENEWABLE ENERGY PROGRAMME AREA FOR PROJECT SCHEME "GRANT FOR SUPPORTING PARTICIPATION IN COURSES ON THE UTILIZATION OF RENEWABLE ENERGY SOLUTIONS: SUB-PROGRAMME 1: SUPPORTING PARTICIPATION IN MSC, MA COURSE; SUB-PROGRAMME 2: SUPPORTING PARTICIPATION IN SHORT COURSE" HAS BEEN PUBLISHED.

We are happy to inform the honoured Applicants that the Call for Proposals under the Renewable Energy Programme Area for Project Scheme "Grant for Supporting Participation in Courses on the Utilization on Renewable Energy Solutions" has been launched.

The aim of the Call for Proposals under the Renewable Energy Programme Area is to train citizens, broaden their knowledge specifically in the field of utilization of renewable energy solutions. The target group of the Call for Proposals is state-owned or indirectly state-owned institutions, background institutes, business enterprises, research institutes, higher education institutions dealing with renewable energy. The ultimate beneficiary of the project (the person taking part in the course, workshop, and conference) is a higher education teacher, a student studying for a PhD or a Master's Degree, a person working in higher education, a researcher or people employed by or in contractual relationship with non-higher education institutions from the target group.

The amount of the grant given through this call for proposals is minimum € 3.000, maximum € 30.000. The rate of grant given is 100%.

The evaluation of all the applications starts after the submission deadlines. The submission deadline is:

• 15^th of April 2014 for Sub-programme 1: Supporting Participation in MSc, MA Course;
• periodically, but no later than 31^st of October 2015 for Sub-programme 2: Supporting Participation in Short Course

THE ‘IMPLEMENTATION OF GEOTHERMAL BASED DISTRICT HEATING SYSTEMS – REPLACING EXISTING FOSSIL FUEL BASED DISTRICT HEATING' CALL FOR PROPOSAL WITHIN THE RENEWABLE ENERGY PROGRAMME AREA IS PUBLISHED

We are pleased to announce that the call for proposals of the ‘Implementation of Geothermal Based District Heating Systems – Replacing Existing Fossil Fuel Based District Heating' within the Renewable Energy Programme Area is launched.

This Call for Proposals aims to improve the share of renewable energy through the increased geothermal energy production and contributing to a reduction in CO₂ emissions, as well as incorporating awareness-raising. The direct target group of the call is those Hungarian settlements where district heating networks are already in place.

The minimum amount of grant assistance is 600.000 Euro (170.040.000 HUF).

The maximum amount is 3.300.000 Euro (935.220.000 HUF). Submitted applications will be assessed at the same time, following the submission deadline (7th April 2014).

CALLS FOR PROPOSALS ARE AVAILABLE FOR ‘PRESERVATION OF URBAN BUILT CULTURAL HERITAGE' AND ‘PRESERVATION OF RURAL CULTURAL AND NATURAL HERITAGE' IN THE CONSERVATION AND REVITALISATION OF CULTURAL HERITAGE AND NATURAL HERITAGE PROGRAMME AREA

We are pleased to announce the launch of ‘Preservation of urban built cultural heritage' and ‘Preservation of rural cultural and natural heritage' Calls for Proposals in the framework of the Conservation and Revitalisation of Cultural Heritage and Natural Heritage programme area.

The main objective of the Call ‘Preservation of urban built cultural heritage' is to support developments aiming at the authentic preservation and sustainable use of under-utilised built cultural heritage under national level protection of historic monuments in urban neighbourhoods whilst promoting social inclusion via enhancing access to cultural and community services.

The main objective of the Call ‘Preservation of rural cultural and natural heritage' is the restoration, preservation and experience based presentation of built cultural heritage values and landscape environment related to the traditional rural lifestyle, the natural land use and landscape management in a sustainable way, involving the local stakeholders.

Eligible organisations to submit a project proposal are central government institutions, local municipalities and their associations, NGOs, foundations, non-profit companies, churches and church institutions.

The maximum percentage of the support is 100/95/90% of the total eligible expenditures according to the legal form of the Applicant, maximum grant amount that can be applied for is

• 500.000 – 1.000.000 EUR in case of ‘Preservation of urban built cultural heritage'
• 200.000 – 500.000 EUR in case of ‘Preservation of rural cultural and natural heritage'

Project proposals can be submitted from the 21^st of February 2014 at the earliest, the electronic submission system (nora.norvegalap.hu) will be open before that date with the annexes necessary for submission.

According to the numerous inquiries arrived, the Programme Operator will launch indicator data sheets for the proper interpretation and measurement of indicators, that will be available at the website of the programme. We are pleased to announce the launch of ‘Promoting bilateral cooperation' Call for Proposals for facilitating and strengthening bilateral cooperation in the framework of the Conservation and Revitalisation of Cultural Heritage and Natural Heritage programme area.

The main Calls for Proposals of the programme area are available on the following link.

As a complementary action of the main Call for Proposals targeting the preservation and development of cultural and natural heritage infrastructure and cultural cooperation / social development within the ‘Conservation and Revitalisation of Cultural Heritage and Natural Heritage' programme, this call supports short-term activities with the aim to initiate or strengthen existing contact between potential project partners during the project development stage.

Organisations may submit a proposal undertaking that they will submit a project proposal to the main call ‘Preservation of rural cultural heritage and natural surroundings'.

The maximum grant amount that can be applied for is HUF 2 267 200, the maximum percentage of the support is 100% of the total eligible expenditures.

The evaluation of the applications will be executed by continuous evaluation process till the depletion of funds, the final deadline of electronic submission is the 5^th of May 2014, the final deadline of the original duly signed declaration's submission is the 7^th of May 2014.

10 billion forints for supporting public health and children and youth at Risk in Hungary

On 5^th December with the participation of 200 people, the National Development Agency Managing Authority for Human Resource Programs organised the opening ceremony of the Public Health Initiatives and the Children and Youth at Risk programme areas of the EEA and Norway Grants. In the framework of the open calls for proposals, which will be launched in the first quarter of 2014, the potential applicants can apply for almost 10 billion forints for the purpose of reducing health, economic and social inequalities. From the 40 billion forint support offered by the donor states (Norway, Iceland, Liechtenstein) to Hungary until 2016, 5.9 billion forints will be spent on public health, while 3.9 billion forints for vulnerable children and youth.

Dr. Zoltán Kovács, the Minister of State for Social Inclusion at the Ministry for Human Resources in his opening speech thanked the donor countries and organisations their support and highlighted the importance of the previous cooperations, the best practices of which are used by the government in its everyday work. Mr. Arild Moberg Sande, Councellor at the Royal Norwegian Embassy in Hungary explained that the donor organisations give assistance not only in the planning, but also in the implementation phase, and the resulting bilateral relations will be useful for both Hungary and Norway. Representatives of the Hungarian institutions presented the structure of the EEA and Norway Grants, the steps of the planning process and the contents of the future calls for proposals. The colleagues of the donor program partner institutions emphasised the importance of partnerships. Following the ceremonial events, the experts, potential applicants and other interested parties took part in workshops discussing the contents of the open calls.

In both programme areas improving the living standards of the most vulnerable groups, including the Roma population is a specific concern, therefore at the venue of the ceremony paintings by psychiatric patients and photos by Roma people were exhibited, moreover young Roma musicians of the Snétberger Music Talent Centre – which was supported by the EEA and Norway Grants 2004-2009 – also gave a concert.
