The goal of the project was the capacity-building of the Municipality of Hajdúböszörmény for enhancing quality of public services and for promoting local economic development, along with the elaboration of cooperation between the local NGOs and enterprises. Besides realizing local economic sustainability, the enhancement of social capacities, the strengthening of local and regional cooperation and economic development, and transfer of good practices are also considered as important results of the project.

Establishing the building of Hajdú Folk Handicraft and Training Centre was one of the specific goal of the project. Another specific goal of the project was the elaboration and operation of an adult education programme, which aims the launching of new, local enterprises, thus the increase of employment in the target area of mainly rural features. The modules are related to folk handicraft, highlighting that works of folk art are not only local products but part of the cultural heritage. Besides basics of locally peculiar folk handicrafts, the attendees of the training programme get familiar with basic knowledge of entrepreneurship, marketing, PR and develop language competencies.

The project intended to develop the municipal staff members, provided specific training programmes for a better service provision. The exchange of experience activities with the Norwegian partner, Rissa helped to identify new opportunities to capitalize Hajdú traditions in future tourism development.

This project is aimed to establish a partnership between the Municipality of Røyken in Norway and the Local Government of Kemecse as main partners. The Municipality of Kemecse as the health care centre of the small region in the Northern part of Hungary faces mayor difficulties in the field of providing support for the families and relatives of elderly people suffering from any forms of dementia. Alzheimer disease and other types of dementia have a negative effect not only on the lives of the patients, but also that of the relatives and family members looking after them. Institutional capacities are very limited and cannot provide sufficient support for the needs of the patients and their relatives.
The partnership will also involve the National Association of Small Local Governments in Hungary, which represents the community of municipalities with the highest need of support and innovative solutions.

The Municipality of Røyken with the support of the Norwegian Computing Centre, the second Norwegian partner and two other Norwegian municipalities have successfully created a digital training platform for relatives of elderly people suffering from dementia. The relevant knowledge and experience found in this project provides basis for the planned partnership.
The cooperation shall provide an effective foundation to elaborate an effective model of cooperation and development and thereby try out the foundation of wider and nation-wide initiative for one of the most challenging health diseases in Hungary.

The project is four months long and will involve the following main activities:
1. Joint exchange of experience and needs for support
2. Two site visits to explore the partnership and to complete long term cooperation plan
3. Communication of findings
4. Working out of a joint project plan targeted on Hungarian Municipalities and Involvement of Norwegian partners for the benefit of larger group of end users (relatives and families to people with dementia).

The aims of the Quality life 50+ proposal to gain  experiences, practical and theoretical knowledge for the preparation of the 50+ generation for active ageing. The focus and target group in this project is the generation between 50 and the retirement age. 
The aims will be achieved through workshops, study visit, market research and a synopsis for a project for the next Norway Grant call.

The main objective of the project was to improve the various capacities of the local social- and elderly care infrastructure in Mórahalom. Even though the local government provides essential assistance by delivering certain services to those with a social impairment aiding them to conduct a reasonably independent life at their homes as well as granting a solid background to deal with their various isssues (social mental, health), but such capacities are finite and the unique structure of the settlement, with a huge area dominated by scattered farms present significant challenges to the local social care network to carry out these mandatory and vital tasks

The primary institute coordinating these efforts had already been at and over its full operational capacity when the current project commenced. Improving their HR and other relevant capacities were constrained in the past not only by financial factors but they couldn’t be hoped to meet the demand presented by the population of the vast areas ruled by the above mentioned scattered farmsteads.

To ease these issues the project delivered a community building, that not only will serve as a day-care facility for the elderly target group, but also will promote social engagement for those who predominantly live isolated in the outskirts, with minimal or virtually no interaction with others.

There were two study tours organised during the project. The first one saw Hungarian experts familiarising themselves with the Norwegian best practices in the field of elderly care by visiting relevant facilities in and around Trondheim. In addition, there were a series of presentations covering the local aspects of social and elderly care practices to put the visited infrastructure into context. The second study tour was organised by the project promoter in Hungary and it hosted Norwegian experts to introduce them to the relevant Hungarian practices with special attention to the farm care-taker service and the many facets of its activities.

The primary objective of the studies was to draft a theoretical pathway for future development strategies to be implemented in the Hungarian social and elderly care system that are based on actual Norwegian examples and best practices. As a result of these studies the Municipality not only gained a much clearer picture about the actual and local status of its social and elderly care capacities and related infrastructure, but as a direct result of the action plan it will be able to manage and resolve the identified issues in a targeted and focused manner. These mutually conceived studies also facilitated bilateral and inter institutional cooperation between partners and institutions both from the donor country and from Hungary. As a direct result of these activities the Hungarian partners could draft a pilot action that is hoped to be successfully implemented in other municipalities throughout the region and potentially the country.

Additional priorities within this current action were focusing on a series of training activities that targeted not only the elderly target group but also the experts of the corresponding local institutional framework. The elderly managed to acquire a wide range of new and interesting skills and knowledge by attending these trainings covering the topics of dietetics, PE for elderly etc. Also, the local professionals were instructed by certified coaches primarily on the topics related to the field of communication with the elderly. In addition, two seminars were conducted covering the topics of volunteering as a potential realm of distinct types of activities for the seniors and discussing the issues on how to make healthcare sector carriers more attractive for male workers, that happens to be a major issue all over Europe including Norway too.

In short, the acquired knowledge and experience that were gained by the various activities of this project had opened a new opportunity to Morahalom to deliver a much higher level and better organised service to its senior citizens.

The main goal of the NORMA project was the foundation of micro-regional economic development through capacity-building and knowledge transfer, as well as the encouragement of Life Long Learning, e-learning and gender equality at local governments. The Municipality of Törökbálint coordinated the implementation of the project in strong partnership with the settlements from the micro-region: Diósd, Pusztazámor, Sóskút, Tárnok. The donor partner was the University of Lillehammer.

The main activities and their results were the following:

1. Foundation of economic development: preparatory study and strategy for micro-regional economic development; integrated urban development strategy and concept for the City of Törökbálint; investment supporting information system for the micro-region; e-learning modules for SMEs.

2. Capacity-building of local governments through infrastructure development: reconstruction of the municipal building in Törökbálint with IT infrastructure development; installation of local governmental decision preparatory & supporting information system, communication system and educational server at Törökbálint.

3. Capacity-building of local governments through HR development: e-learning modules for municipal co-workers and leaders developed by the Lillehammer University; training of e-learning modules for public servants of 5 mayor’s offices; telework pilot in 4 partner municipalities; LLL campaign for citizens in the 5 settlements; gender equality hand book for the municipal leaders.

4. Knowledge transfer: study tour to Lillehammer and visiting the University and the local government; regional and international conference & workshops.

Similar to the EU Member States and Norway, the local municipalities in the Hungarian cities are also going to be confronted with the challenges linked to the population ageing. As result, it is expected in the future that the health and social service providers could not ensure all the needs coming from the clients.

The “Healthy and Active Ageing” project has delivered a possible answer to this challenge by creating an inter-institutional cooperation in charge of organising, coordinating and supervising volunteers who are providing helping activities to the elderly. The aim of the cooperation is to contribute to improvement of the conditions of active and independent life at home for the elderly.

In the project cities – Újbuda, Debrecen and Hódmezővásárhely -, more than 200 elderly have received helping activities ranging from accompanying to doctor visit to reading newspapers or housework from the volunteers selected and trained in the programme. In several cases volunteers have held thematic days on healthy lifestyle and disease prevention for the elderly.

The organisation and coordination have been ensured by the so-called Local Supporting Groups consisting of professionals and members delegated by the local municipalities, healthy and social service provider institutions, and elderly’s communities. During their work, they have capitalised on the experience of our donor state partner Øvre-Eiker Kommune (for example: the best ways to motivate and prepare the volunteers).
