Implementation of the project titled “Local capacity development of disaster management institutions” is funded by the Norwegian Financial Mechanism 2009-2014 Programme for Capacity Building and Institutional Cooperation, led by the National Directorate General for Disaster Management of the Ministry of Interior (NDGDM), and realized between 2013 and 2017.
The programme aims to enhance the capacities of Hungarian public institutions and to develop their human resources by way of cooperation and knowledge transfer with Norwegian institutions and authorities performing similar functions. Each project within the programme is implemented in partnership with one or more Norwegian institutions.
The project named “Local capacity development of disaster management institutions” is primarily intended to support the establishment of disaster management stations. To this end, training courses of professional development, gender equality, and local cooperation, as well as exchanges of experience with the Norwegian partners were provided.

EXCHANGE OF EXPERIENCES
In order to adopt international experience and in the interest of bilateral Norwegian-Hungarian knowledge exchange, the National Directorate General for Disaster Management of the Ministry of Interior (NDGDM) made professional cooperation arrangements with the Norwegian Directorate for Civil Protection and the Norwegian Water Management and Energy Directorate. The long-term development of bilateral relations is also enhanced by the fact that the parties organized mutual study trips to each other’s countries. In spite of the dissimilar geographic nature of the two countries, the Norwegian and Hungarian experts soon found similarities and experience to be transposed.
As a lead partner, NDGDM is responsible for the professional and continuous development training of its staff. Demands in terms of headcount and professional skills have increased due to the establishment of new local units. In response to this, NDGDM provided fire fighter basic training for 150 people, an e-learning training course for fire fighters with more than 1,000 participants, and professional development training courses on the risk analysis of hazardous operations and dangerous goods transport with 253 attendees. In line with the technical demands of these trainings, the project also involved procurements of various types of personnel protection equipment and tools. The creation of a new organizational level and the corresponding units necessitates the elaboration of a new framework of operation for the organization, and capacity extensions in the IT based duty service arrangements of fire fighters. These also form part of this project, together with the ex-ante and ex-post evaluation processes associated with the project.
Organizational and human resources development at NDGDM is closely supported by Hungarian project partners.
The Department of Management Training, Development Training, and Science Administration of the Ministry of Interior made use of its professional experience accumulated and was responsible for the development of gender mainstreaming and gender equality. The Department was in charge of completing the competence map of the disaster management organization and the provision of courses on gender mainstreaming (target groups of which include the central staff and new local personnel at NDGDM, as well as local stakeholders such as local municipality public safety officers – 454 people in total), and is also responsible for developing the gender equality strategy and action plan of NDGDM.
The Hungarian Civil Protection Association (HCPA) maintains good relations with local players, stakeholders and residents, serving as a bridge between professionals and civil society. As a project partner, the Association was in charge of preparing the population and the new local organizational units for efficient everyday and emergency cooperation. The training courses for local cooperation and the campaigns to prepare residents by the Association were intended for this purpose. At the end of the project, a closing practice session was organized in order to demonstrate the level of preparedness of the new units.
