Szamossályi and Elverum had a possibility to meet and discuss possible cooperation within Matchmaking event in Visegrád, organized by PO and Implementation Agency in this program. This meeting made it clear, that both Szamossályi and Elverum had the elderly care on the top of the priority lists. This planned small project aims to encourage cooperation between municipalities and efficiency increasing with joint measures , to increase bilateral cooperation and to share the experiences. We would like to develop the institutional and human capacity of our municipalities and local authorities through cooperation, which shall contribute to the sustainable local economic and social development and thus to the elimination of the existing economic and social disparities within Europe.
We plan to have two study visits including workshops both in Elverum and in Szamossályi. The results of these workshops are a common project idea and a study on elderly care and its possibilities in Szamossályi and its micro region, which means local governments of Gyügye, Szamosújlak, Cégénydányád, Hernádszeg and Szamossályi. The township includes 49 additional municipalities. Szamossályi has got an Elderly Home and the Care Centre with 50 residents and Elverum has ongoing developments in elderly care mainly onthe  technology area of this service. 
The Partners would like to involve the inhabitants as well, in order to be able to build their demand and opinions into common plans. We would have a press conference and we will publish the project news from the beginning of the implementation. 
Elderly care is a municipal service area both in Norway and in Hungary which is very important from many aspects for the leaders of the communities: the changing role of the families and the increasing gap between the different groups of society, result in that many old people at the countryside remain without any help or care for the daily life. This requires even bigger efforts from the local governments.
