Overall objectives of the initiative is to increase the extent of cooperation between Norwegian and Hungarian local governments and its leaders, experts and staff, through continuation of already existing Partnership and capacity-building programs between the national associations of both countries, namely between KS and TÖOSZ. The bilateral cooperation contributes to the collaboration between the partners through sharing experiences, knowledge, know-how and working together for joint results such as the development of strategies, new knowledge and practice. The aim of the initiative is exchanging know-how, learning about best practices, well operating models, by visiting joint events, which are in this case training sessions three times as pilot course for 20 local governments in climate change adaptation. The project includes online joint work of KS and TÖOSZ experts at the beginning. Training material will base on alredy existing training method elaborated by Energiaklub in Partnership with TÖOSZ. The training content will be further developed with concrete best practices from Norway and Hungary, which will be collected by KS and TÖOSZ. The title of this project “Training for local governments with Norwegian-Hungarian cooperation for effective answers to the challenges of climate change ” reflects the bilateral and the professional aims of the project.
The training will be interactive and mainly practical with basic theoretical knowledge (exposure, sensibility, adaptation capacity, vulnerability), as our experiences showed the most effective way of capacity building is the learning from each other. Main focuses of the training will be: effects on climate change in HUngary and on local level, how to assess the vulnerability of the municipality, methods how to create local strategies, introduction and visiting best practices.
Main elements are the project the communication tools, as we would like to disseminate the information among all municipalities in Hungary.
